Before the recent epidemic, cities that regulated TNCs preferred shared rides for both congestion and equity reasons. But riders have shown a preference for the latter. Drawing on behavioral studies, data from programs such as Chicago’s congestion pricing and private-sector experience, this panel will examine ways to encourage truly shared rides. They will include discussion of possible way forward for ridesourcing programs.
